The menu is marked up as an unordered list, <ul>. The hover effects, the rollovers, are created with the usual styles for those (of which the key properties for the a selector are: a, a:# {display:block;width:100%;}).

This example page was setup as a response to a question in usenet newsgroup ciwas: CSS Rollovers, Specified Width?.
I've since then used it for niwo for [CSS] horizontale navigatie, DIV met gedrag van table cells and again in ciwas for CSS menu.
